This document applies for new steel converter and its associated equipment (hereinafter referred to as converter plant) used in the process of carbon or stainless steel making as defined in 3.1 and illustrated in Annex\u00a0B.<\/p>\n
This document deals with significant hazards, hazardous situations and events relevant to the converter plant. It covers the intended use and foreseeable misuse.<\/p>\n
This document specifies the safety requirements to be met during design, pre-assembly, transport, site-assembly, commissioning, operation, maintenance (as described in Clause\u00a05) and decommissioning\/dis\u00adassembly of the equipment.<\/p>\n
Assembly does not include erection because national regulations, e.g. national civil engineering laws and regulations or occupational health and safety regulations contain such information.<\/p>\n
This document applies to:<\/u><\/p>\n
Steel converter and its associated equipment (see Annex\u00a0B, Figure\u00a0B.1 for the oxygen steelmaking process<\/p>\n
\u2014\u00a0\u00a0\u00a0 from charging hot metal\/liquid steel and scrap;<\/p>\n
\u2014\u00a0\u00a0\u00a0 via oxygen refining and stirring;<\/p>\n
\u2014\u00a0\u00a0\u00a0 temperature measurement and sampling equipment;<\/p>\n
\u2014\u00a0\u00a0\u00a0 up to tapping including slag retaining device;<\/p>\n
\u2014\u00a0\u00a0\u00a0 cooling systems;<\/p>\n
\u2014\u00a0\u00a0\u00a0 maintenance devices (e.g. relining device, tap hole repair device, device for cleaning the converter mouth);<\/p>\n
\u2014\u00a0\u00a0\u00a0 process related interfaces\/interactions (e.g. according to design, controls) to<\/p>\n
\u2014\u00a0\u00a0\u00a0 process media,<\/p>\n
\u2014\u00a0\u00a0\u00a0 primary and secondary gas cleaning plant,<\/p>\n
\u2014\u00a0\u00a0\u00a0 material feeding systems and ladle alloying systems,<\/p>\n
\u2014\u00a0\u00a0\u00a0 transfer cars for steel ladle and slag pot, and<\/p>\n
\u2014\u00a0\u00a0\u00a0 charging\/tapping equipment, e.g. crane, scrap chute, ladles and slag pots.<\/p>\n
This document does not cover safety requirements for:<\/u><\/p>\n
\u2014\u00a0\u00a0\u00a0 usage of process media other than oxygen, nitrogen, argon and compressed air;<\/p>\n
\u2014\u00a0\u00a0\u00a0 primary and secondary gas cleaning plants;<\/p>\n
\u2014\u00a0\u00a0\u00a0 measuring devices with radioactive sources;<\/p>\n
\u2014\u00a0\u00a0\u00a0 material feeding systems and ladle alloying systems;<\/p>\n
\u2014\u00a0\u00a0\u00a0 transfer cars for steel ladle and slag pot;<\/p>\n
\u2014\u00a0\u00a0\u00a0 charging\/tapping and de-slagging equipment, e.g. crane, scrap chutes, ladles and slag pots;<\/p>\n
\u2014\u00a0\u00a0\u00a0 auxiliary winches and hoists.<\/p>\n
For variations of converter process where other gases and process media, e.g. hydrocarbons, fuels, steam, etc. are used, additional safety measures shall be considered which are not covered in this safety standard.<\/p>\n
